    General Notes: Data for more counties are typically available in years of the Census of Governments, such as 1997, 2002, and 2007. As a result, the median value is typically lower for those years due to the influx of smaller governments. Some data series from this source may also see an increase in counties in 2000, leading to a similar drop in the median value. *Median value gives the value for the "average" county for this metric, the 50th percentile of all counties reporting data. **This category includes all court and court related activities (except probation and parole activities, which are included at the "Correction" function), court activities of sheriff's offices, prosecuting attorneys' and public defender's offices, legal departments, and attorneys providing government-wide legal service. This category includes only county operated medical care facilities which provide inpatient care. Employees and payrolls of private corporations which lease and/or operate county-owned hospital facilities are excluded. Payroll amounts shown represent gross payrolls for the one-month period of October. The gross payroll includes all salaries, wages, fees, commissions, bonuses, or awards paid to employees during the pay period which included the date of October 12. Payroll amounts reported for a period other than one month were converted to represent an amount for the month of October. Reference month changed to March in 1997.
