Only large counties are included in the report and the median is not reflective of the nation as a whole. **Police protection is the function of enforcing the law, and preserving order and traffic safety and apprehending those who violate the law, whether these activities are performed by a police department, a sheriff's department, or a special police force maintained by an agency whose primary responsibility is outside the justice system but that has a police force to perform these activities in its specialized area. Sworn employees are those with the power of arrest, all other employees are nonsworn. Data are from March of each year from 1997 onward; in 1996 and prior, data were collected in October.
