    General Notes: **Counties with a "1" are designated as a Government Dependent County. For 2015 data, a "1" indicates Federal and State government accounted for 14% or more of the county's earnings or 9% or more of the employment averaged over 2010-2012. For year 2004 data, counties where 15 percent or more of average annual labor and proprietors' earnings derived from Federal and State government during 1998-2000. For years prior to 2004, the ERS only classified nonmetro counties by their economic specialization and policy-relevant type. For year 1989 data, government activates contributed a weighted annual average of 25 percent of more labor and proprietor income over the three years from 1987 to 1989. For 1979 and 1986 data, nonmetro county for which local, state, and federal payrolls contributed 25 percent or more to total labor and proprietor income.
