For 2015 data, a "1" indicates at least 20% or more of the residents age 25 to 64 did not have a high school diploma or equivalent between 2008-12. For year 2004 data, that means counties where 25 percent or more of residents aged 25-64 years old had neither a high school diploma nor GED in 2000.
